The Ombudsman determined that Council did not violate the open meeting requirements in relation to pre-meeting gatherings held on July 10, 2012 and March 12, 2013, but he cautioned that such gatherings, particularly where quorum is present, can lead to speculation that Council business is being improperly discussed and decided in advance of the public session.
