A group of nine youths detained at a youth justice centre complained to us that they could not get hair oil. They complained that this left them with dry hair that was prone to breakage.
Result: We made inquiries with the centre and discovered it had provided these youths with an out-of-date form for requesting hygiene products like this – and hair oil was available on the updated form. Once it implemented the right form, we confirmed that the youths were able to obtain the product they needed.
