The Ombudsman investigated a closed session held by the Strategic Planning and Budget Committee for the Region of Waterloo to discuss the potential acquisition of a piece of land, including the impact on the Region’s budget and financial contributions from other levels of government. The Ombudsman determined that discussing this type of information would not normally fit within the open meeting exception for acquisition or disposition of land, but since the discussion included information about the purchase price for the land, the Region had a bargaining position to protect, therefore the discussion fit within the exception.
