Our Office reviewed a complaint that notice of a Minor Variance Committee meeting was not provided by the Township of Russell. We found that, although notice of this particular meeting was provided, the Committee did not have its own procedure by-law. Because the Committee is a local board for the purpose of the open meeting provisions, it is required to pass its own procedure by-law, which provides for notice of meetings.
