The Ombudsman found that Council improperly introduced and discussed a councillor cost reimbursement policy in a May 7, 2013 closed meeting. The Ombudsman also found that the resolution to proceed in camera did not provide meaningful information to the public about the general nature of matters to be discussed in closed session and recommended that Council consider audio or video recording closed meetings to ensure an accurate and complete meeting record.
