A mall developer told us that local councillors were interfering with the development of her project, but she believed the municipality did not have a code of conduct or integrity commissioner. We contacted the municipality and learned that it does have a code of conduct and was in the process of appointing an integrity commissioner. Immediately after our staff made inquiries, the municipality moved the code of conduct to the main page of its website, to make it more visible to the public.
