The Ombudsman found that a closed meeting held by council for the Township of Scugog regarding a proposed lease renewal of municipally owned land fit within the cited open meeting exceptions for acquisition or disposition of land, and plans and instructions for negotiations. The Ombudsman also found that a vote in closed session to direct staff with respect to the lease renewal was permitted under section 239(6) of the Municipal Act, 2001.
