When council for the City of Timmins went in camera on June 27, 2016 to talk about the city’s Chief Administrative Officer retiring, the discussion fit within the exception for personal matters. However, council went on to discuss the recruitment process to replace him, which did not fit within any of the exceptions in the Municipal Act. Council also decided during the closed meeting to form a hiring committee and used a secret ballot process to appoint members – this was illegal, as the Act prohibits voting in closed sessions.
